A parliamentary opposition group in the Moroccan House of Councillors proposed on Wednesday a bill to regulate the use of artificial intelligence (AI), reports several news outlets.
Submitted by Hanaa Benkhair on behalf of the General Union of Moroccan Workers’ group in the House of Councilors, the explanatory memorandum of the bill proposal emphasized “the critical need to regulate AI technology within the Kingdom, including mitigating its potential downsides and deterring its illegal applications.”
The bill warned about the misuse of artificial intelligence, which can be “employed as a weapon for launching cyberattacks, creating deep fake videos, or even spreading misinformation and hate speech,” among others, all of which seriously impact Morocco’s national security.
The bill proposal memorandum further emphasized “the importance of creating a dedicated agency for AI governance. The national agency would be entrusted with implementing the national AI strategy, as well as monitoring and updating it.”
It considered that this agency “will undoubtedly contribute to creating generations of experts in this field and raising awareness among all national institutions about the importance of artificial intelligence and enhancing the efficiency of workers in various public and private sectors through training programs.”
The same document mentioned that “it will also open up promising prospects in the field of artificial intelligence, enhance collaboration with specialized global companies, and facilitate cooperation with regional and international organizations to discuss issues related to artificial intelligence.”
Recent times have witnessed a surge in risks associated with the misuse of AI technology, particularly through AI generation platforms, as highlighted in the proposal.
This underscores “the urgent need for comprehensive and proactive regulation of this technology, guided by a learner’s mindset,” emphasized the bill, noting that “establishing a dedicated governance mechanism for AI usage is a crucial step in addressing these concerns.”
This law proposal addresses the ethical aspect, considering it one of the prominent challenges of artificial intelligence noting that the fundamental approach to overcoming this is to establish mandatory laws to regulate this field.
