Morocco’s Employment Minister seeks progress on strike law during April social dialogue

Morocco’s Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri, announced that the draft organic law regulating the conditions and methods for exercising the right to strike will be brought back to the table in April.

Sekkouri stressed that “the April round of social dialogue should yield positive results for this important project.”

Speaking to Atlantic Radio on Monday 18th, Sekkouri confirmed good progress in consultations regarding this organic law.

He noted that 20 meetings have already been held between the Ministry of Employment, the most representative unions, the General Union of Moroccan Entreprises, and other relevant ministerial sectors.

The Minister further revealed that “these meetings were successfully able to overcome the disagreements that had been raised on this matter,” especially since most of the labor unions had previously expressed reservations regarding the prior version of the draft, arguing that it violated the constitutional-protected right to strike.

“We will move resolutely forward so that we can reach a result in the April round,” Sekkouri told Atlantic Radio. ‘This result will be constitutional, guaranteeing the right to strike while also putting in place some mechanisms for managing strikes.”

He confirmed that “they have taken into consideration several observations made by unionists and the General Union of the Moroccan Entreprises.”

The Employment Minister further revealed that “he is currently engaged in a series of talks with the leaders of the central unions on a range of topics.” These discussions seek to prepare the program for the April round, which will be soon chaired by Head of Government Aziz Akhannouch.

He noted that work on this draft will commence within the parliament only after reaching a preliminary agreement with the unions.

Sekkouri was “pleasantly surprised by the responsiveness of the social actors,” according to the L’Economiste, especially when “they understood that there is no hidden agenda,” he said.

The same source reported that “the government and social partners have agreed not to withdraw the text already submitted to Parliament in 2016.”

The organic law on the right to strike in Morocco has been delayed for several years, causing wide debate for the Minister and leading to continued discourse on the matter.

The draft law was approved by the Ministerial Council in 2016 and sent to the parliament, but it has not been finalized.
