After Morocco launched its highly anticipated housing assistance program, a study carried out by Sunergia examined citizens’ perceptions of and support for the program, as the real estate attempts to leave its COVID-19 crisis behind.

The study reveals that 84% of Moroccans are aware of the new housing assistance program launched in January 2024. Young people aged 24 to 44, mainly first-time buyers, stand out in terms of information, with 91% aware of the scheme.

However, among 18-24 year-olds, 31% are still unaware of its existence. In terms of socio-professional categories (CSP), groups D and E are the least informed, with 23% of people unaware of the program.

Among those who are aware of the program, 32% express their intention to sign up. Of these, 23% say they will “definitely” sign up, while 9% will “probably” do so.

The 25-34, 35-44 and 55-64 age groups show greater interest, with 39%, 34% and 33% respectively considering signing up to benefit from this direct financial aid. The CSP group also stands out, with 37% planning to sign up.

However, a quarter of respondents (25%) were undecided as to whether they would take part in the program.

This study highlights the success of the communication surrounding the new housing assistance program in Morocco. Although the majority of citizens are aware of the program, a significant proportion remain undecided as to whether or not they will take part.

It will be interesting to see how these figures evolve over time, and to what extent the program achieves its objective of improving the purchasing power of Moroccan households.

The new program, presented by Fatima Ezzahra El Mansouri, Minister of National Planning, Urban Development, Housing and Urban Policy, runs from 2024 to 2028. It aims to renew the approach to home ownership assistance and help households’ purchasing power, through direct financial aid to the buyer.

Eligible are Moroccans living in Morocco or abroad, who are not homeowners in Morocco and who have never received housing assistance.

The amount of assistance depends on the value of the property purchased. For example, the amount of assistance is set at 100,000 Dirhams for the acquisition of a home with a sale price of up to 300,000 Dirhams (including tax), and 70,000 Dirhams for the acquisition of a home costing between 300,000 Dirhams and 700,000 Dirhams (including tax).

On the social front, the new housing assistance program presented to the King will facilitate access to housing for low-income social classes and the middle class, reduce the housing deficit and speed up completion of the “Cities Without Slums” program.

Recently, Fatima Ezzahra El Mansouri, Minister of National Planning, Urban Development, Housing and Urban Policy, announced that the “DAAM SAKANE” digital platform for registration in the direct housing assistance program had registered some 16,302 applications in just one week.

Speaking during the oral question session at the House of Councillors on Tuesday, El Mansouri said that since the launch of the digital platform on January 2, 89% of applications submitted (23% concern Moroccans living abroad) are eligible for this assistance, adding that 73% of applications concern housing worth less than 300,000 dirhams, while 27% concern housing for the middle class.
