Managing Director of the Royal Institute of Strategic Studies (IRES), Mohammed Tawfik Mouline, highlighted, here Thursday, Morocco’s contribution to achieving energy sovereignty in the Mediterranean.
Tawfik Mouline, who participated in the 4th international conference “ÁFRICA XXI”, jointly organized by the Friedrich Naumann Foundation (FNF) and the Institute for Promotion of Latin America and the Caribbean (IPDAL), underlined the kingdom’s efforts in this field, energy cooperation in the Mediterranean and the responses provided following the war in Ukraine.
Recalling the energy situation in the Mediterranean basin and the long-term challenges, IRES Managing Director called for strengthening Mediterranean cooperation in this area.
The Mediterranean, which contributes less than 6% to global oil and gas production, constitutes an important transit zone for international hydrocarbon trade, he noted, adding that the Strait of Gibraltar is one of the main maritime routes with more than a third of global hydrocarbon traffic.
Electricity interconnections between the two shores of the Mediterranean mainly concern Morocco and Spain with two lines totaling a power of 1,400 MW, while other lines including Portugal are planned, he pointed out.
Mouline also called for concluding a Mediterranean energy pact to meet the emerging challenges.
”The energy shock following the war in Ukraine should push the Mediterranean countries to rethink energy security and sovereignty, by designing and implementing a joint energy vision to achieve carbon neutrality by 2050 for the entire Mediterranean basin and establishing an adequate cooperation framework, promoting dialogue and concertation between Mediterranean countries,” he concluded.
This year’s edition brought together several ambassadors accredited to Portugal, senior representatives of the Portuguese Ministry of Foreign Affairs, international organizations and African and European Think Tanks as well as university experts.
