Moroccan doctoral students to receive MAD 7,000 monthly stipend
Tuesday 31 October 2023 - 20:00

In accordance with strict criteria laid down in a joint decision by the Ministry of Higher Education and the Minister Delegate to the Ministry of the Economy and Finance in charge of the budget, a monthly allowance of MAD 7,000 will be awarded to selected Moroccan doctoral students.

To be eligible for this grant, applicants must be Moroccan nationals, officially enrolled in a doctoral program in a priority field at a public university, and have a maximum age of 26, except for medical and veterinary students, for whom the age limit is 27 at the time of enrolment in their first year of doctoral studies.

These scholarships will be awarded to students who have been accepted by the Centre National de la Recherche Scientifique et Technique (CNRST), which will draw up a preliminary list of candidates selected by each university. The final selection will be made by the CNRST on the basis of research criteria, the academic capabilities of the host university institutions, and the importance of the proposed thesis topic.

According to the same joint decision, selected students are not allowed to engage in any paid activity, whether full-time or part-time, for the duration of the scholarship, which is set at 36 months and paid monthly.

Renewal of the scholarship from one year to the next is only possible after a positive evaluation based on the annual activity report submitted by the doctoral student, validated by the professor supervising the thesis, the president of the affiliating university, and the director of the center’s doctoral studies unit.

Selected doctoral students will receive a monthly stipend of 7,000 dirhams for the duration of their contract. This stipend cannot be combined with other national grants, with the exception of the compulsororoy international mobility grant. Any teaching activity outside the terms of the contract is forbidden, and the grant does not guarantee any right to integration or tenure at the university institution where the doctorate was prepared.

Under this scholarship, doctoral students will be involved in research activities related to the preparation of their thesis. They will participate in the supervision of students at the institutions where they carry out their research, and contribute to the evaluation of practical work and the supervision of examinations, under the responsibility of the director of the university institution with which they are affiliated. These activities should total up to 90 hours per year, including tutorials and practical work.

It should be noted that this decision was presented to Parliament by Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation, with the aim of strengthening the human resources needed to enable academic institutions to fulfill their supervisory mission, particularly in the areas of directed teaching, practical work and extra-curricular activities, to enable universities to conclude contracts with doctoral students.
