Civil and human rights activists are calling for a public debate on the legalization of recreational cannabis in Morocco, based on recommendations from the Development Model Committee and the Economic, Social, and Environmental Council.
The appeal, signed by various stakeholders, invites political parties, civil society organizations, and the media to promote dynamic public discourse on legal use of recreational cannabis in Morocco.
It also urges the Ministry of Higher Education and Scientific Research to support scientific studies on the effects of legalizing recreational cannabis and its potential as an economic alternative for cannabis growers.
Chakib El Khayari, a human rights activist and coordinator of the Coalition for the Medical and Industrial Use of Cannabis, explains, “This appeal aims to spark a public discussion on recreational cannabis, without directly advocating for its legalization. We want to stimulate a national dialogue, following the successful legalization of medical and industrial cannabis use after extensive discussions.”
EL Khayari emphasizes the link between recreational cannabis use and internationally recognized human rights principles, as well as the importance of reducing harm and protecting public health. He also highlights the potential economic and social benefits for cannabis farmers.
The coalition coordinator points out that the appeal is based on scientific research covering health, legal, social, and economic aspects. He references evolving perspectives on drug policy, including the recognition that the “war on drugs” approach has failed globally.
“Strict laws alone won’t eliminate recreational cannabis consumption. They may lead to illicit markets and increased health risks. We need to consider whether a legal market for recreational cannabis can effectively reduce the illegal market without compromising public health. International indicators support this possibility. The recent statement by the head of the International Narcotics Control Board confirms the rationale,” EL Khayari said.
He argues that carving out specific areas for legalization is essential to address the persistent demand outside the legal framework. This necessitates a comprehensive public debate.
The human rights advocate emphasizes the need for prompt action, contrasting it with the lengthy discussions surrounding medical and industrial cannabis use. He refers to a feasibility study by the Ministry of Interior, which warns of the economic decline of Moroccan cannabis without proper utilization.
The appeal highlights the historical context of recreational cannabis cultivation in Morocco, which has been regulated since a 1915 royal decree and subsequent decrees in 1954 allowing scientific research but prohibiting general use.
According to UN reports, recreational cannabis cultivation in Morocco has decreased from 134,000 hectares in 2003 to about 20,000 hectares in 2019.
The estimated value of commercial transactions involving cannabis resin has also declined from $15 billion in 2003 to $9 billion in 2021.
These figures underscore the need to assess the impact on agricultural communities, as Moroccan farmers receive only a small fraction of the overall revenue, as highlighted by the Moroccan Ministry of Interior.
