Head of Government Aziz Akhannouch defended the Finance Bill for 2023 before parliamentarians this Monday, October 24, arguing that the new draft will ensure the implementation of the social state ambition, while taking public education’s quality to the goal level.

“Raising Moroccans’ standard of living and responding to their aspirations is the true compass of the government’s interventions,” said Akhannouch, adding that these ambitions are at the heart of public policies, measures and actions.

Although the government is facing complex circumstances due to the challenges of today’s world, Akhannouch added that “the challenge comprises of the effects of crises and urgent challenges on the one hand, and the weight of the legacy of outstanding issues on the other.”

“This will not make us lose the compass of managing files of strategic nature, which stem from royal directives, the outcomes of the new development model, and the aspirations and priorities of Moroccans that are included in the government program.”

“We are fully aware that Moroccans are waiting for the government to listen to them and respond to their aspirations, and we strive to have the positive impact on the daily life of the citizen through our policies.”

“If we have lived through a crisis situation in a world characterized by turmoil and uncertainty, we are required to be free from circumstantial indicators, to anticipate opportunities with confidence and optimism,” Akhannouch added.

The Head of Government outlined these challenges in starting to activate the royal vision to generalize social protection and make tangible progress in reforming health and education projects, while continuing to implement structural projects, alleviating the burden of rising prices on the purchasing power of citizens, promoting public investment, stimulating private investment, and maintaining public financial balances.

The official stressed that the government included in the draft budget for the year 2023 structural measures to support families and businesses, in line with the royal vision and the electoral commitments of the majority parties after the September 8 elections.

Universal Healthcare

Akhannouch pointed out that the government “is fulfilling all its obligations, and the impact of this is tangible in every home and family; It also establishes tax citizenship and investment governance, in order to enhance the values of social cohesion,” concluding that “the government, despite the difficulties presented, is optimistic about Morocco’s dedication to progress and dignity.”

According to Akhannouch, by the end of this year, both Ramed and irregular worker categories will be included in the basic compulsory insurance system, which will make the government succeed, within its first year, in activating the royal vision by raising the national health coverage ratio from 42% to 100%.

The same official explained that the government has opened the door for participation to nearly 4 million vulnerable families, starting December 1, 2022, for a direct support system.

Under this system, vulnerable families will benefit from financial assistance similar to that of by public and private sector employees, and enjoy health benefits as employed ensured Moroccans do.

The Head of Government indicated that, according to the 2023 Finance Bill, approximately MAD 9.5 billion have been allocated for that matter, for Moroccans who are unable to pay insurance contributions.

He added that the state budget will bear all the costs of treatment and hospitalization for people who are unable to pay their dues, especially those related to chronic and costly diseases.
