Within the Moroccan Ministry of Youth, the status of a category of civil servants known as “auxiliary personnel” has been making headlines, due to their “unfair, illegal” compensation rates.
The workers’ salaries do not exceed MAD 90 per month, which puts them significantly below the Moroccan minimum wage, estimated at MAD 2,500 per month.
Following months of protests, the group’s situation is finally being addressed by Mehdi Bensaïd, Minister of Youth, Culture and Communication.
The official has announced that the situation in which precisely 2010 civil servants find themselves will end.
A total budget of MAD 90 million per year will be allocated to them, so that their salary can reach MAD 3,000 a month.
Three possible scenarios are possible as the Ministry tries to reach a settlement with the civil servants, the first is to attach this category of officials from the Ministry of Youth to women’s rights NGOs in a partnership.
Another option would be to deploy these civil servants in the various local development companies or SDLs, across various provinces and administrative regions of Morocco.
Finally, a third possibility would be to enter into partnerships with the 12 regional councils of the Kingdom, so that this category of officials from the Ministry of Youth would be attached to these regional institutions, with the aim of promoting the socio-cultural activities in all regions, and ensuring the ministry’s proximity and accessibility to citizens.
Part of the procedures the Ministry has undertaken to reach a final settlement, Moroccan unions are expecting a meeting with Bensaïd, in order to find a final solution to the problem of auxiliary workers.
A number of observers of this file hope to see the real implementation of the Minister’s promises, to finally address a decades-old struggle.
There are arbitrary compensation distributed to certain persons in the Ministry , which is an administrative bribe that the lucky ones benefit from.
The Minister must fight corruption in his ministry. There is a waste of state funds on the part of Budget Directorate, and the General Inspectorate is not doing its duty for controlling corruption because it is involved in these corrupt compensations.
Mr. Minister,
Corruption is rampant in your ministry.. you have been warned.. !
