Morocco to spike prices of cigarettes in January

An updated price list for cigarettes has been published by Morocco’s Administration of Customs and Indirect Tax (ADII). Among the brands listed on the updated list, low-cost cigarettes are most affected by price increases.

The ADII distributed the notice on December 30.

Cigars, hookah tobacco, and molasses used in hookahs are all affected by the increases. Some brands will have a price increase of MAD 2, while others will have a higher increase.

On December 14 and 15, the Finance Ministry’s commission for approval of prices of manufactured tobacco products met. The meetings led to an increase in cigarettes prices. As of January 1, 2022, the manufactured tobacco product price will be validated by the commission.

In its national finance bill for 2022, Morocco’s government recently announced it will change the present tobacco tax regime.

The tax change would raise revenue for the government while decreasing the gap between low-cost and “premium” cigarettes.

The federal government plans to gradually increase the amount of taxes cigarettes consumers pay between 2022 and 2026.

Under the proposed policy, cigarettes will be charged a minimum of MAD 710.2 ($78.59) per 1,000 cigarettes from 2022 to MAD 953 ($105.46) in 2026.

Tobacco companies that produce low-cost cigarettes have traditionally kept the price of their cigarettes low by using low-quality tobacco.

According to executives from the tobacco industry, premium cigarettes are expected to cost an average of MAD 40 per pack by 2026.

The Moroccan Administration of Customs and Indirect Taxes published new regulations in September for the administration of raw and produced tobacco, which will take effect in January 2024.

By adopting this new decree, the Moroccan tobacco industry will be brought into compliance with international standards.
