Non-tax incomes, from the transfers of public institutions and contractors, have witnessed a remarkable rise in the first nine months of the ongoing year, 2021, says the Ministry of Economy and Finance.
Recent data from the Ministry of Economy and Finance reported that non-tax incomes amounted to about MAD 9 billion and 200 million this year, 2021, compared to MAD 7 billion and 800 million in the same period last year, 2020.
The ongoing year is expected to end at about MAD 17 billion.
The privatization revenue contributed in increasing non-tax revenues, as 35 percent of the capital of Marsa Maroc was recently transferred by AED 300 million and the total contribution of the state in the capital of the International University of Rabat for MAD 110 million.
“The public portfolio” includes 227 public institutions and 43 public contractors with a direct contribution to the treasury, and some institutions and public contractors have 492 subsidiaries or indirect public contributions.
The non-taxes income focuses on a limited number of 27 institutions during 2019, headed by the Sheriff Office Group, the National Agency for Real Estate Governorate and Survey, Maroc Telecom and Moroccan bank.
The Sheriff Office Group came on top of the public institutions contributing to the state budget by about MAD 4 billion and 100 million, followed by the National Agency for Real Estate Governorate and Survey, which contributes by MAD two billion and 500 million.
Despite the recent increasing, the total amount of national non-income taxes remains relatively weak. Low earnings, restructuring or huge investments, as the National Airports Office and the National Railways Office, are usually the main reasons behind the weak financial contributions of the concerned institutions.
