Morocco’s Head of Government Fatima Zahra Mansouri on Thursday praised the country’s position following the Oct. 30 vote at the UN Security Council, describing it as “steadfast, firm and responsible.”
Speaking at the opening of the weekly Cabinet meeting, Mansouri commended King Mohammed VI’s “wisdom and foresight” in handling what she described as a strategic issue, according to a statement from the government spokesperson’s department.
Mansouri also congratulated the King and the Moroccan people on Unity Day and the anniversary of the Green March, saying the occasions highlight Moroccans’ attachment to the country’s national principles and territorial unity.
She said the commemorations also renewed the spirit of collective mobilization and commitment to national development and the defense of the country’s interests.
“The government has a responsibility to rise to the level of this historic moment,” Mansouri said, calling for stronger domestic cohesion and for economic and social development to serve as key drivers of national unity.
She urged Cabinet members to contribute to the collective effort within their respective areas of responsibility, with the aim of building a strong domestic front, a productive economy, a cohesive society and development that benefits Moroccans across all regions.
Following Mansouri’s remarks, the Cabinet approved four draft decrees, three of which delegate authority to Minister of Economy and Finance and Public Efficiency Fouzi Lekjaa in matters related to Treasury financing.
The first draft decree, No. 2.26.806, concerns domestic borrowing and the use of other financial instruments. The second, No. 2.26.807, covers external financing, while the third, No. 2.26.808, concerns agreements and borrowing arrangements to refinance costly external debt, as well as agreements to hedge against interest-rate and foreign-exchange risks.
The measures were adopted under Articles 38, 39 and 40 of the 2026 Finance Law, Law No. 50.25, and delegate authority from the head of government to the finance minister. The delegation will take effect upon publication of the decrees in the Official Gazette and remain valid until Dec. 31, 2026.
The decrees are intended to allow the government to mobilize the financial resources needed to meet Treasury expenses and financing requirements, while improving borrowing conditions, controlling debt-servicing costs and limiting exposure to fluctuations in interest and foreign-exchange rates.
The Cabinet also approved draft decree No. 2.26.470 implementing Law No. 52.23 on the regulation of the profession of sworn translators.
The meeting concluded with approval of appointments to senior positions, in accordance with Article 92 of the Constitution.
