The 2027 Finance Bill proposes the establishment of an incentive-based, exceptional, and temporary tax regime specifically for the organization of the 2030 FIFA World Cup competition, according to its presentation note.

“The objective of the tax measures proposed in the 2027 Finance Bill, relating to the organization of the 2030 FIFA World Cup competition, is to implement into the General Tax Code the tax guarantees that Morocco has committed to in favor of FIFA, and which will apply, starting January 1, 2027, to all events related to the said competition organized in Morocco,” states the note published on the website of the Ministry of Economy, Finance, and Public Performance.

Thus, it is proposed to provide temporary exemptions regarding corporate income tax, the social solidarity contribution on profits and income, value-added tax (VAT), withholding tax, and registration fees, for the benefit of several entities, including FIFA, the Delivery Entity, all co-delivery entities, and other FIFA Subsidiaries, whether or not their headquarters are located in Morocco.

This also applies to the Host Association, Co-host Associations and CONMEBOL Host Associations, FIFA Confederations, and FIFA Member Associations, whether or not their headquarters are in Morocco, in respect of their activities and operations related to the 2030 FIFA World Cup Competition and/or events linked to this competition.

This tax regime also concerns the FIFA Host Broadcaster and FIFA service providers, whether headquartered in Morocco or not, whose list is determined by FIFA, for services rendered and goods delivered to the relevant entities, linked to the competition and/or competition-related events. This is in addition to FIFA contractors, other than the FIFA Host Broadcaster and FIFA service providers, whether headquartered in Morocco or not, whose list is determined by FIFA, regarding certain operations and service provisions related to the competition and/or competition-related events.

Regarding income tax, a temporary exemption is proposed for remuneration and allowances related to the Competition paid to individuals seconded to Morocco, volunteers assisting in the preparation, reception, organization, and hosting of the competition, and non-resident players.

According to the Bill’s presentation note, other temporary incentive measures are also proposed in favor of the aforementioned entities, concerning stamp duties on advertisements and receipts, the special annual tax on vehicles, the tax on insurance contracts, and the air tax for solidarity and tourism promotion.

It is also proposed to provide a total and permanent exemption from all taxes, duties, and levies stipulated by the General Tax Code in favor of the Legacy Fund linked to the competition, which has a social character.

To allow the aforementioned entities to benefit from these exemptions and the potential refund of the aforementioned taxes, duties, and levies, a simplified electronic procedure will be put in place.

Additional guarantees regarding tax audits and reporting obligations are also proposed in favor of FIFA and these entities.
