Morocco’s Economic, Social and Environmental Council adopted two policy opinions on Monday addressing the role of douars in rural development and the prevention of environmental damage.
The first examines douars as the smallest territorial and social unit in rural Morocco. It identifies economic, demographic, cultural and environmental barriers limiting their development and proposes measures to strengthen their contribution to local growth.
The Council developed the opinion through consultations with public institutions and other stakeholders, along with field visits intended to reflect differences among rural communities.
The second opinion calls for environmental and climate considerations to be integrated more consistently into public policy.
It proposes linking prevention, enforcement and ecological restoration while balancing environmental protection with economic and social development.
The CESE announced the adoption of both opinions during its 185th ordinary general assembly, chaired by President Abdelkader Amara. Detailed recommendations were not included in Monday’s announcement.
