Morocco’s Civil Coalition for the Mountain has urged political parties to include targeted measures for mountainous regions in their platforms for the September 2026 elections, including a dedicated legal framework, new roads and integrated anti-poverty programs.
The coalition submitted its proposals to party headquarters as part of a national advocacy campaign titled “The Mountain Wants Commitments.”
It called for legislation defining mountainous areas and their municipalities while institutionalizing positive territorial discrimination to address regional inequality.
The memorandum seeks an exceptional infrastructure program covering roads adapted to difficult terrain and weather, adequate housing, drinking water, electricity, telecommunications and internet access.
It also proposes targeted support for mountain agriculture, ecotourism, cultural tourism, local products, cooperatives and environmentally sustainable industries. Parties were asked to protect forests, waterways and soil from degradation and overexploitation.
The coalition called for stronger schools and vocational training, including satellite schools designed to reduce dropout rates, particularly among girls. It also wants mountain communities, civil society groups and researchers to participate in designing and evaluating public policy.
Another proposal would redirect a transparent share of revenue from water, forests, quarries, minerals and ecological services to local communities.
The memorandum also urges stronger early-warning systems and local disaster-management centers to address floods, wildfires, erosion and snowstorms, alongside climate adaptation plans.
The coalition said political parties should protect mountain languages and cultural heritage and incorporate them into education and local development programs.
