Morocco extends import duty measures on wheat, livestock and meat through 2026

Morocco has officially extended and adjusted import duty measures on soft wheat, livestock and meat products, according to two government decrees published in the latest edition of the country’s Official Gazette.

The measures, approved by the government during its July 22 meeting, were published in Official Gazette No. 7529 under Decrees No. 2.26.583 and No. 2.26.584.

The decisions are based on Morocco’s customs tariff law, the Customs and Indirect Taxes Code, and the 2026 Finance Law.

Soft wheat duties

Under Decree No. 2.26.583, issued on July 23, Morocco will continue applying import duties on soft wheat and its derivatives, classified under tariff codes 1001.99.00.19 and 1001.99.00.90, from Aug. 1 through Aug. 31.

Beginning Sept. 1, however, the import duty will be fully suspended, marking a temporary exemption from the provisions of Morocco’s customs tariff law.

The measure builds on a previous decree issued in May 2026 that reintroduced and later suspended import duties on soft wheat and related products.

Livestock and meat imports

Decree No. 2.26.584 extends the suspension of import duties on live domestic sheep, as well as meat from cattle, sheep, goats and camels, classified under tariff headings 0201, 0202, 0204 and 0208.60.

The exemption will remain in effect through Dec. 31, 2026.

The government, however, excluded edible offal from the full exemption. Instead, imports of offal from cattle, sheep, goats and camels, classified under tariff heading 02.06 Ex, will be subject to a 30% import duty until the end of the year.

Implementation of both decrees has been entrusted to Budget Minister Delegate Fouzi Lekjaa.

The decrees were jointly signed by Lekjaa, Agriculture Minister Ahmed El Bouari, and Industry and Trade Minister Ryad Mezzour.
