Morocco’s government approved legislation on Thursday that would create an independent regulator for official statistics and transform the High Commission for Planning into an autonomous governance institution with expanded responsibility for development policy.
Bill 046.26 establishes the National Council for Statistical Information, with legal personality and financial autonomy. The council would oversee compliance with official statistical standards, monitor the national system and improve data quality.
A second bill, 047.26, would give the High Commission for Planning administrative and financial independence while retaining its responsibility for producing statistics and national, regional and sectoral accounts.
The institution would also help coordinate development policies and strengthen their monitoring and evaluation, with greater attention to regional disparities.
The cabinet separately approved a new bill regulating Morocco’s adoul notarial profession after the Constitutional Court struck down provisions of an earlier law.
It also endorsed a customs agreement with Egypt and approved senior appointments in the employment and digital-transition departments.
