Amal El Fallah Seghrouchni said Tuesday that Morocco has the potential to become a global platform for discussions on ethical artificial intelligence, promoting a model that balances innovation, sovereignty and responsibility.
Speaking at the opening of the fourth edition of GITEX Africa, Seghrouchni said the country aims to bring together international stakeholders around a shared approach to AI governance.
“Technological sovereignty is one of the key strategic challenges today,” she said, adding that artificial intelligence has become a major tool of economic and geopolitical power.
The minister outlined Morocco’s ambition to position itself along a “third path” in the digital and AI space, based on a model that links Europe, Africa and the Atlantic while ensuring that technological sovereignty serves the public interest.
She said the government is working to mobilize national and international partners to develop a unified Moroccan approach to digital governance enhanced by AI, aimed at supporting a new model of sovereignty.
Seghrouchni warned that artificial intelligence is reshaping the global order, accelerating digital and societal transformations while intensifying competition among major powers.
She pointed to the United States, where private-sector AI investments exceeded $67 billion in 2023, and China, which is pursuing technological leadership by 2030 with investments surpassing $100 billion.
The European Union, she added, is seeking to strike a balance between innovation and regulation through investment plans estimated at €200 billion.
She cautioned that while AI can enhance competitiveness and improve governance, it also risks deepening global inequalities if left unchecked, particularly amid competition over advanced technologies and computing power.
Looking ahead, Seghrouchni highlighted emerging challenges linked to next-generation technologies, particularly quantum computing, which is expected to significantly transform computing capacity, encryption and data security.
She said Morocco is developing an ambitious national and regional program built on measurable actions and long-term planning, with a strong focus on anticipating and managing future risks.
The minister concluded that GITEX Africa has become a strategic platform where the contours of Africa’s digital future and global technological balances are being shaped.
