Morocco and France are studying a direct submarine cable linking the region of Nador to the French coast near Marseille to export Moroccan renewable electricity to Europe, according to Spanish outlet The Objective, citing Africa Intelligence.

The project, called Qantara Med and led by the British company Xlinks, aims to deliver Moroccan renewable electricity straight to France without passing through the Spanish grid.

The company previously proposed a 3,800-kilometer connection between Morocco and the United Kingdom, but the project, valued at around €29 billion, was abandoned after the British government chose to prioritize strengthening domestic energy capacity.

Xlinks then shifted its focus to the European continent and, in 2024 set up a French subsidiary, Elemental Power, to manage the technical and administrative aspects of the project’s development in France.

Under the proposed plan, the report said Marseille would become a key entry point for Moroccan electricity into Europe, strengthening its role as a logistics and energy hub.

While no official timeline has been announced and technical details remain limited, the source said the project is in the preliminary development phase, pending detailed studies and regulatory approvals.

If completed, the interconnection would change the usual route, which relies on the Iberian Peninsula as the main corridor for electricity from North Africa to Western Europe, according to the same report.

It stressed that a direct link between Morocco and France would create a new route and give Europe more ways to access African electricity.
