Morocco’s national statistics agency reported a modest improvement in household confidence during the fourth quarter of 2025, but said most families still face persistent economic pressure and uncertainty.

The High Commission for Planning (HCP) said Friday that the Household Confidence Index (HCI) rose to 57.6 points in the final quarter of 2025, up from 53.6 points in the previous quarter and 46.5 points during the same period in 2024.

Despite the increase, the HCP said the indicators reflect continued “fragility” in overall expectations among Moroccan households.

According to the report, 77.8% of households said their standard of living worsened over the past year. Looking ahead, 49.4% expect the deterioration to continue, while only 9.9% anticipate improvement.

On unemployment, the index showed a “relative improvement,” rising to -47.7 points from -77.2 points a year earlier. However, 65.2% of households still expect unemployment to rise over the next 12 months.

The report highlights ongoing financial pressure on families, noting that consumption remains dominant over saving.

More than half of households (58.4%) said their income covers their expenses, while 39.2% said they must use savings or borrow to meet needs.

A large majority (89.2%) said they expect to be unable to save any portion of their income in the coming year.

On purchasing durable goods such as home appliances, 67.1% of households said the current situation is not favorable, though this perception improved compared to last year.

Food prices remain the most sensitive issue, with 91.7% saying food prices rose over the past year and 75% expecting further increases.

The report showed a notable improvement in perceptions of the education sector, with the indicator rising from -39.8 points to -19.2 points.

However, the health sector remains a major concern, with 62.3% of households reporting a decline in health services in 2025, while 11.5% said services improved. The health indicator stood at -50.8 points, compared with -48.8 points in 2024.

On environmental protection, 40.6% of households said conditions improved in 2025, while 22.1% said they worsened. The net indicator stood at 18.5 points, down from 28.8 points in 2024.

Perceptions of human rights saw a slight decline. 30.1% of households said the situation improved, while 18.6% said it worsened, leaving the net indicator at 11.5 points, compared with 16.2 points in 2024.

The report found that 50.1% of households felt administrative services improved in 2025, while 19.5% disagreed. The net indicator fell to 30.6 points, down from 38.4 points in 2024.

Overall, the HCP said household confidence gradually rose throughout 2025, peaking in the fourth quarter. Yet the improvement is largely “technical,” with many indicators remaining negative, reflecting continued economic hardship for Moroccan families.
