Regional audit court inspection teams have launched expanded audits of human resources management in 17 communes in the Casablanca Settat, Marrakech Safi and Rabat Salé Kenitra regions, focusing on alleged misuse of temporary posts and casual workers that sources described as linked to electoral patronage, Hespress reported.

The report said auditors flagged disorder in staffing practices, including reliance on daily workers and casual labourers who were assigned roles inside municipal departments, alongside cases of elected councillors carrying out delegated tasks.

Inspectors also cited shortages in technical profiles, including engineers and technicians in civil works, rural engineering, information technology, maintenance, networks and electricity, Hespress reported.

The audits draw on information from the Directorate General of Territorial Collectivities, including workforce statistics compiled after the redistribution of staff under Article 227 of Organic Law 112.14 on prefectures and provinces.

Hespress said Interior Minister Abdelouafi Laftit issued circular 945 urging governors and regional authorities to verify actual staffing needs and available budget before authorising recruitment competitions.
