Morocco’s Court of Accounts reported a significant increase in transparency compliance in 2025, with 11275 asset declarations submitted nationwide, including more than 10700 filed by civil servants and public agents.

The institution said 3119 financial accounts were deposited between January and October, and members of both parliamentary chambers achieved full compliance with disclosure requirements as digital procedures accelerated across public finance systems.

The figures were presented during the Court’s 2026 budget session before the parliamentary commission on justice, legislation, human rights and liberties.

The filings cover state administrations, public establishments and enterprises, subsidised associations and political actors involved in partial legislative and local elections.

The Court noted that 10745 declarations from public employees represented 82 percent of filings during the February 2025 renewal campaign.

Parliamentary compliance reached one hundred percent, marking a shift in disclosure culture at a time when institutions are transitioning to electronic submission systems.

Of the 1182 accounts filed by public institutions, the Court processed the equivalent of ten tonnes of paper, a volume down by fifty two percent from 2024 as online submissions expanded among customs and indirect tax receivers and were adopted by eighty one percent of treasurers of public establishments.

The Treasury is progressively integrating its accountants into the digital workflow launched in late 2024.

Beyond the public sector, 1880 associations submitted their 2024 annual accounts ahead of the rollout of a dedicated online platform for organisations receiving public funds.

Twenty seven political parties submitted their annual accounts, including twenty four through the digital portal, and twenty candidates in partial elections filed their campaign reports.

The Court issued fourteen publication bulletins covering thirty five final rulings in budgetary and financial discipline, amounting to 805000 dirhams, of which thirty one percent has been recovered. Plans for 2026 include launching a digital clerk platform to streamline case management, support electoral deadlines and reinforce data reliability.
