Morocco’s High Commission for Planning (HCP) reported a slight decline in the national unemployment rate, which stood at 13.1 percent in Q3 2025, down from 13.6 percent a year earlier.

The total number of jobless people fell by 55,000 to 1.63 million, with decreases in both urban and rural areas.

Despite the overall improvement, unemployment remains high among youth (38.4 percent), women (21.6 percent), and degree holders (19 percent). Underemployment, however, rose to 11.1 percent, affecting 1.2 million workers, particularly in rural areas and among men without formal qualifications.

The economy created 167,000 net jobs, mostly in services (94,000), construction (90,000), and industry (29,000), while agriculture lost 47,000 positions. Casablanca-Settat recorded the highest share of unemployment (26.4 percent), while Tangier-Tetouan-Al Hoceima posted the lowest rate (8.6 percent).

The HCP said structural challenges persist, with high youth and female joblessness despite steady job creation.
