The United States is considering a new plan to deliver humanitarian aid to Gaza that would replace the U.S.-backed Gaza Humanitarian Foundation with a coalition of groups, including the Red Crescent societies of Morocco and the UAE, reports Reuters.
The draft plan, one of several under review, envisions a “Gaza Humanitarian Belt”, 12 to 16 aid hubs along the line to which Israeli forces have withdrawn.
The hubs would distribute food, medical supplies, and other aid, and host facilities where militants could surrender weapons in exchange for amnesty. A U.S.-led Civil-Military Coordination Center would oversee operations and monitor convoys with drones.
The GHF has paused operations amid criticism that its model blurred humanitarian and military roles. Under the proposal, it would be “absorbed or replaced” by other aid groups, including Morocco’s Red Crescent and Samaritan’s Purse.
The plan comes as a fragile ceasefire between Israel and Hamas enters its 13th day. Limited aid is entering Gaza, where monitors warned this summer that famine had taken hold.
