Morocco will begin direct financial support payments to livestock breeders starting in November, Agriculture Minister Ahmed Bouari announced Thursday. The measure is part of a new national program aimed at supporting small-scale farmers and herders amid rising feed costs and efforts to rebuild the national herd.
Bouari said the subsidy rollout will coincide with the completion of the national livestock registration campaign, conducted between June 26 and Aug. 11, 2025. The total budget for the program amounts to 12.8 billion dirhams ($1.25 billion), marking the largest direct aid package ever allocated to livestock breeders in Morocco.
“The program mainly targets small farmers and herders,” Bouari said during a press briefing following the weekly government council meeting. The direct aid will take two forms — a subsidy for purchasing animal feed and a grant to preserve breeding females among sheep and goats.
Subsidies for feed purchases will range from 150 to 75 dirhams per sheep, 100 to 50 dirhams per goat, and 400 to 150 dirhams per head of cattle or camel. The amount will decrease according to the number of animals registered. The grants for breeding females will total 400 dirhams per ewe and 300 dirhams per nanny goat.
The minister said the first installment of aid will begin in early November 2025, covering feed subsidies and an advance payment of 100 dirhams per breeding female. The second installment, scheduled for April 1, 2026, will include 300 dirhams for ewes and 200 dirhams for nanny goats.
Over 90% of beneficiaries are expected to be small-scale herders. Payments will be transferred directly to recipients’ bank accounts through a transparent, secured mechanism developed in coordination with the Ministries of Agriculture, Economy and Finance, and Interior, and managed by the National Pension and Insurance Fund under the Caisse de Dépôt et de Gestion (CDG).
To ensure accessibility and transparency, a dedicated call center will handle breeders’ inquiries and complaints, while local agricultural offices will collect feedback and refer cases to regional committees chaired by governors.
Bouari emphasized that the goal of the program is to ensure equitable, direct support and deliver tangible results for small herders, while maintaining open communication with beneficiaries throughout the process.
