Morocco pushes ahead with green hydrogen plans despite global slowdown

Morocco is moving full speed ahead with its green hydrogen ambitions even as demand for the clean fuel remains uncertain worldwide, according to Bloomberg

Morocco is betting on the sector to modernize its industry, attract billions in investment, and secure a key position in the global energy transition.

At the Global Green Hydrogen Summit held last week in Marrakesh, industry leaders voiced concerns about slow progress, high costs, and weak demand. 

But Energy Transition Minister Leila Benali said Morocco is sticking to its plan. She said that the country aims to achieve commercial production before 2030 and speed up its shift toward clean energy.

Morocco has already allocated one million hectares of land for hydrogen-related projects and approved investments worth around $35 billion involving Moroccan, Gulf, European, and American companies. 

The projects cover green ammonia, synthetic fuels, and green steel production. 

Officials say these efforts will create thousands of jobs and reduce dependence on imported gray ammonia used by local industries.

Global figures show that the path forward is not easy. Bloomberg reported that canceled green hydrogen projects rose 233% last year as companies struggled with high costs and uncertain demand. 

Still, Morocco is pressing ahead, using its strong wind and solar resources and proximity to Europe to attract investors.

The Moroccan Agency for Sustainable Energy (MASEN) said the country wants to cover more than 4% of global demand for clean fuel. 

The agency is also working with the World Bank on a study to store and export hydrogen through four major ports, part of a plan to supply Europe, which aims to import 10 million tons of green hydrogen by 2030.

Several international energy players are already active in Morocco, including Saudi Arabia’s ACWA Power, the UAE’s TAQA, France’s TotalEnergies, and Morocco’s own OCP Group. 

ACWA Power’s country director said Morocco can become a competitive hub for hydrogen but needs a clear legal framework and a long-term export strategy.

Experts say Morocco’s focus on green ammonia is practical. The country imports about 2 million tons of gray ammonia every year, and replacing that with local production would cut import costs and emissions. 

Each gigawatt of hydrogen capacity could bring up to $2.5 billion in investment and create about 40,000 jobs.
