The Economic, Social and Environmental Council (CESE) has called for stronger measures to improve the social and economic inclusion of older persons in Morocco, urging authorities to adapt employment and training mechanisms to meet their specific needs.

In a new report, the Council recommended allowing seniors to combine wages with retirement pensions, whether fully or partially, while speeding up long-awaited reforms of the Labor Code and the General Statute of the Civil Service.

It also highlighted the importance of adopting more flexible forms of work.

The report further proposed tax incentives for companies that hire or retain older workers,

It called for supporting their entrepreneurial projects through personalized guidance, easier access to financing, and recognition of their skills and expertise, particularly those of Moroccans living abroad, through creating a national platform to connect specialized networks across different fields.

The Council stressed the need to develop a structured silver economy capable of turning demographic aging into a source of economic and social value.

Such an economy, it noted, should be built on an innovative model of care, well-being, and participation that combines older persons’ consumer demand with services tailored to the local population.

Other recommendations included raising pension levels, adjusting mandatory health insurance to cover seniors’ specific needs, expanding home healthcare services, and financing the cost of assistance provided by qualified nursing staff for daily living tasks.

The report also urged faster implementation of the “National Action Plan for Active Aging 2023–2030,” stronger integration between its various programs, and the adoption of a framework law to set the main objectives of public policy on seniors’ social and economic inclusion.
