Morocco’s presidency of the public prosecutor has referred a case involving alleged irregularities in projects under the National Initiative for Human Development (INDH) in El Jadida to the attorney general at the Casablanca Court of Appeal.
The referral follows a complaint filed in August by the National Authority for the Protection of Public Funds and Transparency, which cited reports from the Interior Ministry’s inspectorate pointing to conflicts of interest, misuse of office, and financial mismanagement.
According to the complaint, one association received substantial INDH funding without proper eligibility or committee approval, with part of the money allegedly diverted to personal expenses.
Between 2019 and 2022, the INDH allocated 522.5 million dirhams to projects in the city, but only 269.7 million dirhams were effectively executed, with discrepancies linked to inflated invoices and flawed studies.
Twelve projects were also reported stalled due to property constraints and concentration of files in a single consultancy.
