Morocco and the International Civil Aviation Organization (ICAO) signed Saturday in Montréal a Management Services Agreement (MSA) to step up bilateral cooperation, on the sidelines of the 42nd session of the ICAO Assembly.
Inked by Moroccan minister of Transport and Logistics, Abdessamad Kayouh, and ICAO Secretary General, Juan Carlos Salazar, the MSA is intended to strengthen cooperation between the two sides in training and technical support.
Speaking to reporters following the signing ceremony, which took place in the presence of Salvatore Sciacchitano, President of the ICAO Council, Mr. Salazar commended cooperation between the UN organization and the Kingdom and praised the Moroccan delegation’s active participation at the 42nd Assembly.
Regarding the next ICAO Global Implementation Support Symposium (GISS), scheduled for April 2026 in Marrakech, Mr. Salazar stressed that this meeting will contribute to reinforcing international civil aviation safety and security standards.
The symposium “will mark the history of ICAO and cooperation with the Kingdom of Morocco,” said the Secretary General of the Montreal-based organization.
For his part, the ICAO Council President underlined that the Marrakech meeting is of “great importance” and will further support the development of civil aviation.
On his side, Mr. Kayouh, who praised the positive role played by ICAO in supporting the growth of civil aviation in Morocco, highlighted the Kingdom’s efforts aimed at developing the sector, including through the strengthening of airport infrastructure to raise the number of passengers from the current 40 million to 80 million by 2030, the adoption of the highest safety and security standards, and the strengthening of the Royal Air Maroc fleet.
The ICAO Assembly is the Organization’s sovereign body. It meets at least once every three years and is convened by ICAO’s governing body, the Council. ICAO’s 193 Member States and a large number of international organizations are invited to the Assembly, which establishes the worldwide policy of the Organization for the upcoming triennium.
