Morocco’s Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, signed Friday a Memorandum of Understanding with Arthur Mensch, co-founder and CEO of Mistral AI, a European leader in artificial intelligence.
The company is known for developing open, responsible, and high-performance language models. It aims to make AI accessible and useful for economic and social actors while promoting a European vision built on transparency, technological strength, and strategic autonomy.

The signing ceremony was attended by Mensch, Ryad Mezzour, Minister of Industry and Trade, and Nezha Hayat, general director of the Mohammed VI Fund for Investment, among other political figures.

Driven by an ambitious royal vision and major structural reforms, the agreement comes as Morocco accelerates its digital transition to strengthen its position as a regional tech hub and a key player in global innovation, with AI at the core.
The partnership aims to develop local AI skills through training, applied research, and knowledge-sharing. It also will support startups and industrial projects that rely on sovereign AI solutions adapted to the needs of Moroccan businesses.
The agreement further focuses on promoting an ethical, inclusive, and responsible use of AI—safeguarding data and building citizen trust. Through these efforts, the deal seeks to strengthen Morocco’s position as a regional and African reference in AI and digital innovation.
El Fallah Seghrouchni told Hespress English that the MoU is set to support the development of technology in cooperation with Mistral AI, with a focus on Moroccan languages, digitalization, and the improvement of administrative services.
The signing also represents a major opportunity for Morocco, she said.

The minister emphasized that “the agreement is also part of a broader framework for developing large-scale projects and promoting international cooperation, enabling us to accelerate AI initiatives launched during the July 1–2, 2025, meetings, including a 500-megawatt data center in Dakhla.”
The ministry stressed that the MoU reflects a shared commitment to combining technological innovation, digital sovereignty, and international cooperation. It also aims to make AI a driver of economic competitiveness, modernization of public services, and social progress.
With the support of Mistral AI, the ministry emphasized that Morocco reaffirms its ambition to make AI a catalyst for sustainable and inclusive growth. It also underlined the country’s determination to consolidate its position as a regional and African leader in the digital field.
