Morocco nears extreme poverty eradication as urban vulnerability rises

Morocco has nearly eradicated extreme poverty and crossed into the high human development bracket, yet fresh data point to fragile gains and a sharper urban squeeze, according to an analytical brief by the High Commission for Planning.

Citing progress since 2000 in incomes, education and health, the note underscores that extreme poverty fell below 0.3 percent in 2022, while multidimensional poverty dropped from 11.9 percent in 2014 to 6.8 percent in 2024, with the largest improvements in rural areas.

The document warns, however, that absolute poverty and vulnerability rebounded after 2019 amid pandemic shocks, inflation and drought, and that territorial disparities persist despite long term gains.

The High Commission for Planning series shows household gross disposable income per capita more than doubled between 2000 and 2023, from about 11,000 dirhams to nearly 27,000 dirhams.

Real purchasing power surged in the 2000s, slowed after 2014, then swung violently with a 5.4 percent drop in 2020, a strong rebound in 2021, another erosion in 2022, and a 1.5 percent recovery in 2023.

Between 2001 and 2019, absolute poverty fell from 15.3 percent to 1.7 percent, before rising to 3.9 percent in 2022. The number of poor rose from 623,000 in 2019 to 1.42 million in 2022, with urban poverty increasing fastest.

Vulnerability mirrored that pattern. The share of Moroccans at risk of falling into poverty fell to 7.3 percent in 2019 but rose to 12.9 percent in 2022, or 4.75 million people.

Urban vulnerability climbed sharply, and by 2022 almost half of the vulnerable lived in cities, a shift from the historically rural concentration.

Inequality traced a three stage path. The Gini index eased from 40.6 percent in 2001 to 39.5 percent in 2014 and 38.5 percent in 2019, then rose back to 40.5 percent in 2022, driven largely by cost of living pressures that hit food consumption among lower income households.

Multidimensional poverty improved over the decade, propelled by education gains that accounted for about half of the overall reduction, followed by better living conditions and health outcomes. Rural multidimensional poverty nearly halved from 23.6 percent to 13.1 percent between 2014 and 2024, though the rural share of the multidimensionally poor remains about 72 percent.

Nationally, the headcount fell from 4.0 million to 2.5 million people. Vulnerability to multidimensional poverty also declined, yet remains concentrated in the countryside.

Human development advanced steadily. Morocco’s HDI reached 0.710 in 2023, placing the country in the high development category, underpinned by a 10.5 year gain in life expectancy since 1990, longer schooling, and higher average incomes.

Adjusted indicators highlight remaining gaps. The inequality adjusted HDI stands at 0.517, implying a 27 percent loss due to unequal access to services and income.

The planetary pressures adjusted HDI is 0.679, signaling the need to better align social progress with environmental sustainability.

Gender metrics moved in the right direction but expose a stubborn participation gap. The Gender Inequality Index improved to 0.438 in 2023 and women hold 21.4 percent of parliamentary seats, yet female labor force participation remains near 19 percent.

The Gender Development Index of 0.859 shows women’s human development still trails men’s.

The note echoes the Throne Day call to move from siloed social schemes to integrated territorial development. It urges evidence based policy, stronger social protection, investment in human capital, and regionally tailored programs to ensure growth translates into equitable, shock resilient living standards.

A national household living standards survey slated to start in October 2025 is set to inform that pivot.
