Morocco and Iraq signed two key judicial cooperation agreements on Thursday in Rabat, during an official visit by Iraqi Justice Minister Khaled Shawani.

He was received by his Moroccan counterpart Abdellatif Ouahbi at the Ministry of Justice, accompanied by a high-level delegation.

The accords include an agreement on the transfer of convicted persons and a memorandum of understanding on alternative sentencing.

Both instruments follow negotiations launched in Baghdad in March 2023 and aim to strengthen bilateral cooperation while addressing the situation of Moroccan nationals imprisoned in Iraq on extremism-related charges.

Minister Ouahbi stressed that the initiative reflects Morocco’s commitment to protecting citizens’ rights abroad and consolidating ties with Iraq “beyond technical measures, as a genuine political will to uphold the rule of law.”

Shawani said the accords implement international human rights conventions and enable prisoners to serve their sentences in their home countries.
