Real estate security is now a national priority, not just a sector issue, study warns

The state of Morocco’s real estate sector has moved beyond being a sectoral challenge to becoming a national issue tied to investment, social justice, and the protection of citizens’ rights says new study  published in the latest issue of the Journal of Strategic Studies on Disasters and Opportunity Management

The study says that property-related economic security is now a “development necessity, not a legal luxury.”

Despite progress in legislation and the creation of specialized institutions, multiple overlapping laws, poor coordination, and complicated procedures are undermining the stability of the property system.

On top of that, problems such as fraud, speculation, and endless legal disputes expose the fragility of existing legal protections.

These flaws weaken real estate’s role as an economic and social resource,” the study notes, adding that reforms can no longer be postponed.

Fixing the real-estate problem requires a vision that must put both citizens and investors at the heart of the system. It should combine clear legislation, simple and transparent procedures, judicial independence, and digital transformation of property transactions.

According to the research, building a safe real estate environment requires not only good laws but also political will and community engagement.

The paper said that Morocco’s rural areas face even bigger hurdles, where informal practices and unregistered lands dominate.

Without tackling these structural challenges, property cannot become the growth engine the country needs.

The study says that judicial practice is paramount in reinforcing legal and economic security, pointing out that consistent interpretation of laws is just as important as the laws themselves.

The research recalls the royal message on property and development, which called for a legal and institutional framework that moves away from complexity toward efficiency, in line with Morocco’s new development model.

The study says that securing property rights is not only about prtecting ownership as a constitutional right. It is also about turning land into a driver for social justice, regional fairness, and national stability.
