Morocco’s Ministry of Interior has instructed governors and provincial officials to ensure the immediate payment of risk allowances to nurses and health technicians working within local authorities, in line with a decree published in the Official Gazette earlier this year.
In a circular seen by Hespress, Jelloul Samsseme, governor and director general of local authorities, recalled that Decree No. 2.24.515, issued on March 7 and published on March 31, granted local health staff the right to professional risk compensation, aligning their benefits with peers in ministerial departments.
Samsseme stressed that the provisions are binding, urging paymasters to begin payments without delay and to apply retroactive compensation from the date the decree entered into force.
Pending the creation of a dedicated budget line, municipalities have been authorized to disburse allowances under “miscellaneous expenses” to prevent delays in implementation.
