A new study by the Konrad Adenauer Foundation and the Global Governance and Sovereignty Foundation underscores Morocco’s growing military capabilities, while warning of significant strategic and operational hurdles the Kingdom must overcome to cement its role as a regional power.

According to the joint report, Morocco’s recent acquisition of high-profile defense systems, including AH-64 Apache helicopters, F-16 fighter jets, and Bayraktar TB2 and Akinci drones, reflects a rapid modernization drive aimed at reinforcing territorial sovereignty and bolstering regional security posture.

The study points to the strategic advantages offered by the Turkish-made Bayraktar drones, which are lauded for their long endurance, surveillance capabilities, and precision strike functions. A newly opened Turkish drone manufacturing facility in Morocco is also seen as a key step in building domestic defense industry capacity and reducing reliance on foreign maintenance.

“Morocco’s defense investments, while transformative, require careful navigation to maximize their impact and align with the Kingdom’s long-term vision of sovereignty and regional leadership,” the report states.

However, the researchers caution that technological advancement alone does not ensure military effectiveness. They highlight the need for greater supplier diversification to mitigate geopolitical risks and prevent vulnerabilities that could arise from overdependence on a single partner.

In addition to hardware, the report stresses the importance of closing gaps in human capital and military infrastructure. Integrating sophisticated platforms such as drones, missile defense systems, and fighter aircraft will require substantial, long-term investment in training, logistics, and operational readiness.

The study also emphasizes Morocco’s growing recognition of cybersecurity as a critical frontier. It recommends the establishment of a dedicated cyber command to protect national infrastructure, combat disinformation, and respond to digital threats — a step considered essential amid evolving hybrid warfare tactics.

Despite the challenges, the report praises Morocco’s strategic foresight, noting that defense partnerships with the United States, France, and Turkey, along with ongoing technology transfer initiatives, represent valuable opportunities for boosting resilience and self-sufficiency in an increasingly volatile region.

Analysts say such studies offer vital insights into Morocco’s evolving defense policy and its broader geopolitical recalibration in a complex and competitive security environment.
