The fourth High-Level Meeting of Heads of Counterterrorism and Security Agencies in Africa, known as the “Marrakech Platform,” opened on Tuesday in Agadir, bringing together dozens of African and international delegations to strengthen collaboration in the face of evolving terrorist threats across the continent.
Co-chaired by the Kingdom of Morocco and the United Nations Office of Counter-Terrorism (UNOCT), the two-day meeting draws participation from over 40 African intelligence and security agencies, alongside more than 30 observer delegations from the Middle East, Europe, the Americas, and Asia. Representatives from UN regional institutions are also taking part.
Held against the backdrop of growing and shifting terrorist threats in Africa, this year’s gathering builds on the momentum of previous editions held in Marrakech (2022), Tangier (2023), and Fez (2024).
The continued interest in the Marrakech Platform, from both African nations and global partners, underscores its growing influence as a critical space for dialogue, capacity-building, and strategic planning.
Morocco’s co-leadership of the initiative aligns with its broader diplomatic efforts to position itself as a regional security hub, while the strong turnout reflects the international community’s recognition of the urgent need for coordinated responses to terrorism in Africa.
Deliberations in Agadir are expected to focus on key topics including intelligence sharing, transnational threats, and the role of technology in counterterrorism operations.
The outcomes are anticipated to inform future regional strategies and enhance the effectiveness of collective action.
