Morocco’s Ministry of Tourism has announced a sweeping reform of its hospitality regulations, introducing a unified star-rating system for all tourist accommodations.
Five new decrees published in the Official Bulletin complete the regulatory framework of Law 80-14, aiming to align Morocco with international hospitality standards.
Under the reform, all accommodations, including guesthouses, tourist residences, and Riads, will now be ranked using a simplified star system.
The classification process, developed in coordination with the UN World Tourism Organization, will assess service quality as well as infrastructure, with mystery audits and up to 800 evaluation criteria. Ratings will be reassessed every five to seven years.
A key innovation targets five-star and luxury hotels, allowing them to create “Residences Immobilières Adossées” private villas sold to individuals but managed as part of the hotel offering.
The model is designed to attract premium investment and cater to upscale travelers seeking privacy.
A 24-month transition period has been granted for industry compliance, while further regulations are underway to cover campsites, homestays, and alternative lodging
