Morocco’s Interior Ministry has issued directives to provincial and regional governors to halt approval of direct partnership agreements proposed by local councils, following alarming reports of widespread misuse and favoritism in public funding allocations.
According to well-informed sources, recent audits revealed that numerous associations, often closely tied to municipal council presidents, received generous funding despite lacking basic governance structures or the capacity to execute proposed projects.
In contrast, more qualified organizations were sidelined due to a lack of transparency and clear distribution criteria.
The reports, submitted to the General Directorate for Local Authorities, highlighted serious procedural violations, including direct agreements signed without council deliberation, absence of government oversight as a third party, and poor impact assessment mechanisms.
Dozens of associations allegedly benefited from personal or political connections, in violation of Article 65 of Law 113.14, which prohibits elected officials from engaging in contracts or agreements where conflicts of interest may arise.
Central inspection teams flagged major governance gaps, including missing board meetings, poor decision-making processes, and even the absence of operational headquarters, raising red flags over the integrity and legality of public-private partnerships at the local level.
