Morocco’s Ministry of Higher Education, Scientific Research and Innovation signed a new strategic partnership with Huawei Morocco on Monday, April 14, 2025, during the GITEX Africa Morocco 2025 technology expo held in Marrakech.

The memorandum of understanding was signed by Minister Azeddine El Midaoui and David Li, General Manager of Huawei Morocco, in the presence of Shien Li, President of Huawei’s operations in North, West, and Central Africa, alongside other key figures from the education and technology sectors.

The agreement outlines a shared commitment to equipping Moroccan youth with the skills needed to navigate and lead in a rapidly evolving digital world. It aims to deepen collaboration between the public and private sectors in alignment with national digital transformation goals and royal directives.

According to a joint press release, the partnership focuses on four pillars: training, scientific research, innovation, and employability.

The training component will see Huawei’s existing programs extended to university faculty and regularly updated pedagogical tools. In research, doctoral students will gain access to field visits at Huawei’s global R&D centers. Innovation efforts will be supported through mentorship and resources for student entrepreneurship in the ICT sector. The employability initiative seeks to bridge academia and the job market through real-world digital workforce development projects.

“This agreement marks a milestone in our fruitful cooperation with the Ministry and underscores our shared ambition to develop a new generation of digital leaders,” said David Li, emphasizing Huawei’s commitment to building sustainable solutions and accelerating Morocco’s digital shift.

The announcement builds on prior collaborations between 2021 and 2024, which trained over 16,000 Moroccan students through Huawei’s ICT Academy, issued 1,400 HCIA certifications, hosted 100 digital workshops, and saw 4,900 participants compete in tech competitions. Huawei’s ICT Job Fair initiative has also led to 1,800 job opportunities, helping to integrate graduates into the digital labor market.

The initiative reflects a joint ambition to develop a fully digital Morocco capable of nurturing its own talent and strengthening its position in regional and global tech ecosystems.

Founded in 1987, Huawei is a global leader in ICT infrastructure and smart devices, employing more than 207,000 people across 170 countries and serving over 3 billion users. The company’s vision is to bring digital connectivity to every person, home, and organization for a fully connected intelligent world.

Huawei entered the Moroccan market in 2002 and now operates offices in Rabat and Casablanca. It has created 8,000 direct and indirect jobs, with local procurement exceeding $40 million. As a key ICT supplier in Morocco, Huawei is committed to social responsibility and talent development through programs such as “Digitech Talent” and “ICT Academy,” aimed at training and mentoring young Moroccan professionals.
