Morocco tops Africa in health coverage, but citizens still seek better services

Morocco has emerged as the African leader in health coverage, with 71% of citizens reporting access to insurance or programs that help cover medical expenses, according to a new Afrobarometer survey released on World Health Day.

This figure places Morocco well above the African average of 28%, and ahead of countries like Ghana, Tunisia, and Gabon, each at 70%.

The survey highlights a sharp contrast across the continent, with less than 5% of citizens in countries such as Lesotho, Malawi, Uganda, Togo, and São Tomé and Príncipe saying they have any form of health coverage.

Despite Morocco’s strong performance, the data reveals citizens remain unconvinced about broader healthcare reform.

Only 48% of Moroccans support the idea of universal government-funded healthcare, even if it would require higher taxes—a significantly lower level of support compared to the continent-wide average of 70%. In countries like Gabon, that support jumps to 90%, and in Tunisia, it stands at 77%.

The Afrobarometer report also exposes deep concerns about healthcare access across Africa. Three in four Africanssay they worry about being unable to afford or access medical treatment when needed. An additional 14% say they are somewhat concerned, while just 11% report no concern.

This tension between coverage statistics and public sentiment suggests that while Morocco has made substantial progress on paper, expectations remain high—and unmet—for many citizens.

“The numbers show access, but not necessarily satisfaction,” the report suggests, calling for more investment in healthcare quality, infrastructure, and equity.

The findings come at a critical time as Morocco continues to roll out a sweeping health system overhaul, part of broader social protection reforms spearheaded by King Mohammed VI. The challenge ahead may not just be about expanding access, but also rebuilding public trust and delivering better services to match the high expectations of a better-covered population.
