A recent report from the Policy Center for the New South analyzes Morocco’s government roadmap for boosting employment, announced in late February. The study explores various scenarios to reduce unemployment and create more job opportunities by 2030.

The report highlights the roadmap as a critical step in restructuring public policies to address the structural challenges of Morocco’s labor market. It sets ambitious targets, including reducing unemployment to 9% by 2030, creating 1.45 million new jobs, supporting small and medium enterprises (SMEs), and reforming the vocational training system.

According to the study, the success of this strategy depends on effective coordination between the public and private sectors, as well as the efficient allocation of resources to avoid fragmented efforts. It calls for stronger labor market governance with clear and adaptable leadership to address economic and social shifts.

A key challenge is integrating the informal economy into the formal labor market. The report also stresses the importance of aligning education and training with labor market needs while accelerating digital and environmental transitions. Additionally, a gender-sensitive approach is essential to improving women’s access to quality jobs and reducing structural inequalities.

To ensure success, the study recommends closely monitoring results and adjusting policies in real-time. Establishing an effective information system is crucial to promoting transparency and accountability. Ultimately, the roadmap’s effectiveness will depend on Morocco’s ability to translate its strategic vision into concrete actions with broad stakeholder support.

The report outlines several potential scenarios for implementing government measures. The first scenario aims to reduce unemployment to 9% by 2029, requiring a 7.9% annual GDP growth—far above the current 3.5%. The second scenario, based on a more realistic 4% growth rate, would create 500,000 jobs. A third, more ambitious scenario targets 6.5% unemployment, requiring 10.4% growth. The fourth scenario assumes unemployment will remain at 11.9% by 2029.

A crucial driver in this process is increasing flexibility in economic growth and employment. The report finds that a 1% rise in GDP leads to a 0.23% increase in employment. Achieving these goals will require structural reforms to accelerate economic transformation and support labor-intensive sectors, particularly SMEs, the food industry, and agriculture.

Additionally, improving the business environment is essential to attracting investment and reducing market distortions, particularly for vulnerable social groups such as youth and women. The study underscores that comprehensive reforms and strategic economic policies will be key to ensuring sustainable job creation and economic resilience in the coming years.
