Morocco secured the 30th position globally in the cybersecurity category of the 2025 Global Resilience Index, published by Factory Mutual Insurance Company (FM), with a score of 94.1 out of 100.

This ranking places the country among the top 50 globally in this factor, highlighting the kingdom’s commitment to cybersecurity, according to the same source.

The physical factor was based on legal measures, technical measures, capacity development, and cooperation, which account for 80% of the overall score.

The remaining 20% was determined by the country’s progress in improving its Industrial Control Systems (ICS) risk management, taking into account the inherent ICS risks present in the country.

At the MENA region level, the report highlighted that Algeria ranked 101st in the cybersecurity category of the 2025 Global Resilience Index with a score of 57.2, while Tunisia followed closely in 88th place with a score of 74. Egypt secured 34th place with a solid score of 93.1.

Israel came in 55th with a score of 89.3, and Saudi Arabia claimed 12th place with an impressive score of 98.4. The UAE ranked 8th with a score of 99.1, while Qatar took the runner-up spot in 2nd place, scoring 99.9.

The cybersecurity category was part of a broader index that included various physical factors such as climate risk exposure, climate change vulnerability, seismic risk, fire risk quality, and others.

In addition, the index also considered macro factors like productivity, health expenditure, education, inflation, political risk, and control of corruption, among others.

In this regard, Morocco ranked 70th in the 2025 Global Resilience Index, which evaluates a country’s overall ability to handle these various factors. With a score of 56.1 out of 100, Morocco demonstrates moderate resilience.
