Morocco came in 91st place out of 167 countries globally in the 2024 Democracy Index, published on Thursday by the Economist Intelligence Unit (EIU), moving up two places compared to the 2023 edition.

With a score of 4.97, the country ranked first in the Arab region, classifying it as a hybrid regime.

The Index measures the quality of democracy across 165 independent states and two territories on a 0-10 scale, based on five categories.

Based on their scores across a range of indicators within each category, countries are classified into one of four regime types, namely, full democracy, flawed democracy, hybrid regime, or authoritarian regime.

Morocco scored 5.25 in the electoral process and pluralism category, 4.29 in the functioning of government, 5.56 in political participation, 5.63 in political culture, and 4.12 in civil liberties, according to the report.

No country in the Middle East and North Africa region was classified as a full democracy. Only Morocco and Tunisia—which scored 4.71 and ranked 93rd globally—were labeled as hybrid regimes.

Israel, on the other hand, was classified as a flawed democracy, scoring 7.80 and ranking 31st globally, dropping one spot from the previous edition.

The rest of the countries in the MENA region were all classified as authoritarian regimes, including Algeria, which scored 3.55 out of 10 and ranked 110th globally, Bahrain, with a score of 2.45, ranking 138th, and Yemen, which scored 1.95 and ranked 155th.

On a global scale, Norway topped this year’s Democracy Index with a score of 9.81, followed by New Zealand with 9.61, both maintaining their positions from the 2023 edition and classified as full democracies.

France ranked 26th globally with a score of 7.99, while the United States ranked 28th with 7.85. Both are considered flawed democracies.
