In its 2024 Corruption Perceptions Index, Transparency International reported that Morocco lost one point, dropping to 37 out of 100, which placed the country at 99th out of 180 nations.
This decline continues a downward trend since 2018, a year that Transparency Maroc referred to as “the year of hope.”
Ahmed Bernoussi, the acting Secretary-General of Transparency Maroc, expressed disappointment that this regression was expected. He emphasized that the government’s actions, including its failure to convene the National Anti-Corruption Committee despite repeated requests, contributed to Morocco’s decline.
He further criticized the government’s move to restrict the role of civil society organizations in anti-corruption efforts through changes in the criminal procedure law, arguing that these changes were unconstitutional and undermined the judiciary’s independence.
Transparency Maroc’s National Council observed that Morocco’s consistent deterioration in corruption rankings demonstrates a deeper systemic issue, rooted in the absence of political will for real reform.
Transparency Maroc argues that the situation will not improve unless the government implements concrete actions, such as strengthening anti-corruption laws, enforcing the right to access information, and curbing conflicts of interest.
Without such reforms, the country will remain stuck in a “corruption swamp,” as Bernoussi put it, with no significant progress in tackling the endemic corruption that undermines Morocco’s future.
