Tax amnesty's impact reverberates in Tangier’s business community

Although the controversial tax amnesty that captured national attention in late 2024 is now in the past, its repercussions and intriguing details continue to dominate discussions among professionals and businesspeople, particularly in Tangier. Observers note that the city played a leading role in embracing the initiative.

According to industry sources speaking to Hespress, the amnesty pushed many doctors and economic actors in Tangier to liquidate large sums of cash stored outside the banking system. These funds, often used for major transactions and acquisitions, have now been redirected to formal financial channels.

One source close to a prominent doctor in Tangier revealed that the physician, who also invests in sectors beyond his medical specialization, emptied his steel cash safe containing millions of centimes and deposited the money into his bank account. He opted to pay the 5% reconciliation tax rather than face potentially higher tax liabilities or scrutiny over the origins of the funds in 2025.

This behavior was reportedly common among many professionals, including lawyers, merchants, and real estate developers. Such widespread compliance raises the possibility of further scrutiny of this group’s tax records in the future.

Government spokesperson and minister delegate for relations with parliament, Mustapha Baitas, reported last Thursday that the voluntary tax settlement prompted taxpayers to declare over 127 billion dirhams, generating more than 6 billion dirhams in additional tax revenues for the state treasury.

Baitas emphasized that the initiative aimed to encourage taxpayers to voluntarily regularize undeclared income and profits before January 1, 2024. The results, he noted, far exceeded initial expectations.

“This initiative succeeded in achieving its objectives, including fostering trust between taxpayers and the tax administration, improving tax compliance, and enhancing the financial sector’s resources to support the national economy,” Baitas said.

The amnesty, while divisive, appears to have been a significant step toward integrating informal wealth into the formal economy and strengthening Morocco’s fiscal framework.
