Moroccan Ukraine students struggle with diploma equivalency delays

Moroccan students who earned degrees in medicine, pharmacy, and engineering from Ukrainian institutions are facing mounting challenges due to unresolved issues surrounding diploma equivalency. The National Association of Moroccan Students’ Parents in Ukraine has called for urgent government intervention, citing severe psychological and financial strains on students and their families.

In a detailed statement, the association highlighted the plight of students who completed their studies remotely after the outbreak of the Russia-Ukraine war in 2022. It criticized what it described as the absence of a clear strategy to address diploma recognition issues, which has prolonged students’ uncertainty and jeopardized their professional futures.

The association pointed to a lack of institutional responsiveness from key government bodies, including the Ministry of Higher Education, the Ministry of Health, and the Prime Minister’s Office. Despite a meeting with the Ministry of Higher Education’s legal affairs department, no concrete solutions emerged, leaving students in limbo.

Administrative challenges remain a significant barrier for students seeking to complete the practical training required for diploma recognition. According to the association, delays in processing equivalency applications and a lack of clarity from the ministry have exacerbated the situation. It also criticized a decree issued by the former minister, arguing that it failed to improve the recognition process and has only deepened the crisis.

The association has urged the government to accelerate the recognition process for all medical and engineering degrees. It has also called for reforms to reduce the duration of required training, provide financial compensation to students during this period, and expand training centers nationwide to ease logistical and financial burdens.

Abdelkader El Yousfi, president of the association, emphasized the urgency of resolving these issues, noting that many students who have completed their practical training are still waiting for their certificates to be validated. He said the lack of training centers outside major regions like Rabat-Salé-Kénitra and Casablanca-Settat creates additional hardships for students, particularly those from remote areas.

The association stressed that addressing these challenges is not only critical for students but also for the country, which continues to suffer from a brain drain in key scientific and technical fields. It urged the government to treat the issue as a national priority and take immediate, decisive action to resolve the backlog of diploma equivalency applications.
