The report further highlights that the sharp decline in human freedom that began in 2020 followed a period of gradual decline after its peak in 2007. In the third year of the pandemic, global freedom levels remained far below those of 2000, marking the lowest point in two decades prior to the pandemic.
From 2020 to 2024, the Cato Institute and Fraser Institute report that, among the 10 regions surveyed, North America(Canada and the U.S.), Western Europe, and Oceania have the highest levels of freedom, while the Middle East and North Africa, Sub-Saharan Africa, and South Asia have the lowest.
