Morocco has once again increased its defense budget to reach 133 billion dirhams intended for the acquisition and repair of the Royal Armed Forces’ equipment and to support the development of the defense industry.
Article 39 of the 2025 finance bill states that “the amount of expenditures authorized for the Minister Delegate to the Head of Government responsible for National Defense Administration is set at one hundred thirty-three billion and four hundred fifty-three million (133,453,000,000) dirhams, to be committed in advance during the 2025 fiscal year.”
The 2024 defense budge was set at 124 billion dirhams.
This new increase comes in the context of Rabat’s ambition for local defense manufacturing, as mentioned in draft decree No. 2.23.925 for “establishing two industrial acceleration zones for defense.”
Morocco also intends to raise the salaries of members of the Royal Armed Forces, according to two draft decrees that detail the increases by category, the first bearing the number 2.24.647 and the second 2.46.648.
According to a statement from the Royal Palace, a ministerial council chaired by King Mohammed VI approved seven draft decrees related to the military.
These draft decrees concern amendments to the regulations regarding the implementation of the provisions of the special status for members of the auxiliary forces, the special status for civil protection personnel and doctors working in the General Directorate of Civil Protection and its external services, and the determination of salaries for military personnel under the Royal Armed Forces; as well as the determination of salary, food, and travel expenses for military personnel in the Royal Armed Forces receiving a special progressive salary.
