Morocco has been recognized as a global leader in cybersecurity, according to the latest Global Cybersecurity Index (GCI) released by the International Telecommunication Union (ITU).

The report has placed Morocco in Tier 1, a designation shared by only 45 other countries, including the United States, Australia, Denmark, and Germany. This top-tier classification is awarded to nations demonstrating exceptional commitment to cybersecurity across five core pillars defined by the index.

With a score of 97.5 points, Morocco is the only country in the Maghreb region to achieve this distinction. In comparison, Algeria, Tunisia, and Libya were categorized in Tier 3, while Mauritania was placed in Tier 4.

The GCI, now in its fifth edition, assesses the commitment of UN member states to cybersecurity by evaluating their efforts in five key areas: legal measures, technical measures, organizational measures, cooperation measures, and capacity-building measures.

Morocco excelled in several categories, achieving a perfect score of 20 points in legal, organizational, and cooperation measures. The country also performed well in capacity-building with 19.38 points and technical measures with 18.12 points.

The ITU report highlighted significant advancements in cybersecurity across the African region since the last index in 2021. Cosmas Luckyson Zavazava, Director of the ITU’s Telecommunication Development Bureau, noted that the 2024 index reflects notable improvements in countries’ implementation of legal measures, capacity-building initiatives, and cooperation frameworks, particularly in enhancing incident response capabilities.

The report also revealed that 123 countries worldwide now have training programs for cybersecurity professionals, and 105 countries have frameworks for implementing nationally or internationally recognized cybersecurity standards.

Zavazava emphasized that the progress demonstrated by this latest index should motivate countries to intensify their efforts to develop secure and reliable digital systems and networks.
