Morocco’s first legal cannabis processing plant was inaugurated Tuesday in Taounate, marking a key milestone in the country’s cannabis industry. The facility was officially opened by Mohamed El Guerrouj, Director General of the National Agency for the Regulation of Cannabis Activities (ANRAC), with Taounate Governor Saleh Dala in attendance.

The new plant represents a significant step in implementing Law 13-21, which regulates the legal use of cannabis. The facility is expected to create job opportunities, stimulate the local economy, and promote responsible cannabis production.

El Guerrouj emphasized the strong collaboration between the government and ANRAC, highlighting the agency’s commitment to supporting investors and farmers under the new legal framework. He also noted ANRAC’s rigorous compliance program, which will be regularly reviewed to keep pace with industry developments.

Local investor Mustapha El Missouri expressed enthusiasm for the project, stating it represents a 20 million dirham investment and reflects a long-term vision for the region. “Covering an area of over 3,000 square meters, the facility includes nurseries and state-of-the-art industrial extraction units,” El Missouri said. He added that the plant has created 25 permanent jobs and over 300 seasonal positions, providing a significant boost to Taounate’s economy.

El Missouri outlined the challenges faced in launching the project, noting that obtaining the necessary permits since the legalization of cannabis required diligent work and support from ANRAC, local authorities, the Directorate of Medicines and Pharmacy, ONSSA, and the Ministry of Industry and Trade.

He also highlighted the impact of the Royal pardon granted by King Mohammed VI to individuals involved in cannabis cultivation cases, which coincided with the anniversary of the Revolution of the King and the People. El Missouri said this decision has relieved farmers and encouraged their participation in the legal cannabis industry. “Our goal is to make this plant a model of success, benefiting not only the region but the entire country,” he concluded.
