Morocco calls for the consolidation of democratic practice in Africa

Morocco has called for close cooperation between the African Union (AU) Peace and Security Council (PSC) and the AU Permanent Representatives Committee (PRC) Sub-Committee on Human Rights, Democracy and Governance and the African Governance Architecture platform, to address the multiple challenges facing the continent.

In the face of these multiple challenges, Rabat insists on the importance of fostering close cooperation? by adopting comprehensive, integrated and multidimensional approaches, based on the peace, security and development nexus, aimed at consolidating peace, strengthening security and promoting prosperous and sustainable development in the service of African citizens, as promoted by the Tangiers Declaration of October 2022, the Moroccan delegation told the PSC.

At Friday’s PSC meeting, held by videoconference, with the PRC Sub-Committee on Human Rights, Democracy and Governance, and the African Governance Architecture (AGA) Platform, the Moroccan delegation noted that today’s challenges are complex and multifaceted, This calls for a holistic approach requiring collective efforts and enhanced synergies between and among AU institutions and organs, as well as between the AU and the Regional Economic Communities (RECs) to promote good governance, sustainable peace, security, stability and development in Africa.

This is why such in-depth reflection and a rich exchange of innovative ideas are important to consolidate these efforts, stressed the Moroccan delegation.

The aforementioned commitment must be based on the synergy and complementarity of efforts, with a view to capitalizing on the advantages that each body can offer in order to achieve the best results, the Moroccan delegation maintained.

In this context, the Moroccan delegation reaffirmed that Morocco has accumulated a wealth of experience in consolidating democratic practice and the culture of human rights, citing in particular the integration of cultural and linguistic rights into the public policy agenda, such as transitional justice and broadening access to political and socio-economic rights, human development and territorial governance to ensure social harmony for its entire population.

The Equity and Reconciliation Commission (IER), the adoption of the new Family Code and the National Initiative for Human Development, to name but a few, have been incorporated into the new 2011 constitution, which constitutes “a veritable charter” of human rights and makes the promotion of the latter an irreversible constitutional commitment, emphasized the Moroccan delegation.

Morocco remains ready to place its experience in democratic governance at the disposal of African countries, reiterated the Moroccan delegation, recalling the second cycle of training for election observers in Africa organized last May in Morocco and which was marked by an increase in the number of beneficiaries, from 32 to 61, from the five regions of the continent, in order to strengthen African capacities in favor of better political governance in Africa, through inclusive, credible, regular and transparent electoral processes.

In this respect, the Moroccan delegation reaffirmed the Kingdom’s commitment to continue cooperating with African countries to develop “our continent’s capacities in terms of democracy and governance, in order to build, together, a renewed vision of our common future towards the Africa we want, in line with the aspirations of the African Union’s Agenda 2063 and the United Nations’ Sustainable Development Goals.”
